Line an 8x8 square pan with parchment paper or aluminum foil.
Combine butter and sugar in a medium-sized mixing bowl and beat until light and fluffy. Add vanilla, salt, and cream and mix. Add flour and mix until just combined.
To make the fudge, in a medium saucepan, combine brown sugar, butter, salt, and cream over low heat until brown sugar is dissolved. Remove from heat and stir in powdered sugar, one cup at a time, until the mixture is smooth and thick. Stir in vanilla.
Add cookie dough to the fudge and stir to combine. Fold in chocolate chips and spread fudge into prepared baking pan. Chill until set, at least 4 hours. Cut into squares and enjoy for up to a week in the refrigerator.
